Why some entries stay private until a successor exists.
A working note is most useful when it can be wrong. Publishing it raises
the cost of being wrong, which raises the cost of writing it down at
all. The compromise here is: publish entries when a successor exists.
The presence of A-003 is what makes A-002 safe to read.
